ARRIVAL
The way donated money is awarded will be very important to us and to our family of members who will want to know that their contributions are going to the causes they support. Allowing for approximately 10% of administrative overhead or less and 20% distribution through our ROCKET System, the remaining 70-80% of donated funds are to be distributed through the ARRIVAL System. Grants, loans, scholarships and supplements are awarded once they have passed through the ARRIVAL process, which will allow for complete public disclosure over the Internet in live time. ARRIVAL - Assignments, Recommendations, Reviews, Investigations, Votes & Awards Loop.

Assignments: the Executive Director will appoint staff members to be in charge of managing application categories. Managers can assign skilled and trained volunteers to screen categories for qualified applications.

Recommendations: applications submitted in a category are recommended to the (a) staff member(s) appointed to that category.

Reviews: staff members review the applications they have received and determine whether there are sufficient funds available to grant an award as requested. And whether the application meets the criteria for his or her awards category. The staff member can also modify a grant, supplement or scholarship amount, and may contact the applicant, recommending they resubmit the application if an inappropriate funding amount is requested (too much or too little) or if there is insufficient data made available on the application.

Investigations: Staff members have to determine legitimate eligibility by verifying identity and need in order to prevent abuse or theft. They may use volunteers or staff to assist in the verification of eligibility.

Votes: for any given funding period there will be a number of applications that may have merits but insufficient funding exists. Or the funding of the application may seem too risky and may stand in need of further review or rejection. There will be many considerations. Staff members have the right to recommend any application for vote by supporting members. This is accomplished through electronic polls available on the appropriate award category forums. Supporting members and higher can have more than a single vote. Each Free Trade Point they've accumulated counts as one vote. Boosters and higher may also select from applications and nominate them to be voted on. While the staff members limit the total amount and number of applications to be awarded for any award period, as well as the number of nominees, the Boosters and higher nominate from the list the staff members make available after screening, review and investigation. First nomination privileges go to the highest level contributors beginning with partners, then corporate sponsors, then superstars, then catapulters, heavy lifters and finally boosters. Partners can nominate up to 25% of available applications offered by staff, Corporate sponsors up to 25%, Superstars up to 20%, Catapulters up to 15%, Heavy Lifters up to 10% and Boosters up to 5%. If there are more nominations within a member group than there are nominations made available by the staff category manager then first privilege goes to those members with the most FTP and there is a limit of one nomination per member until all members have made nominations. Once nominations have been made they are voted on through polls on the web site. If members fail to nominate allowed percentages within the designated nomination period then the decision defaults to staff.

Awards: After votes are tallied awards are granted and posted on the site. This will be a seamless electronic process. Grant proposals etc. which have been approved for a vote and which are available for nomination are also posted on the web site for members to review. For the sake of our corporate accountability grant proposals may not be private in nature. All dollars awarded are to be tallied and figures made available on our site in live time.

Loop: Checks are sent on a periodic basis to awardees after the ARRIVAL cycle is complete. At that point the process begins again for the following award period.
